The G7 nations have raised concerns about the potential misuse of artificial intelligence (AI) to promote “collusion” among AI firms, which could lead to the sharing of sensitive information or the formation of monopolies. In response, G7 antitrust authorities have signaled the possibility of “vigorous” enforcement actions to address these risks before they become deeply entrenched or irreversible, aiming to protect fair competition in the AI sector.
Following a two-day summit in Rome, the G7 issued an October 4 communiqué emphasizing the need to reduce "competitive bottlenecks" that hinder new AI entrants. Established firms often enjoy first access to critical resources like generative AI tools, data, and specialized chips, giving them a significant competitive edge. The G7 authorities stressed the importance of preventing AI from being used for collusion, price control, or sharing sensitive information that could foster monopolistic practices.
The group, which includes antitrust authorities from the United States, United Kingdom, Japan, Canada, France, Germany, and Italy, also focused on safeguarding AI from misuse that could affect copyright, consumer protection, privacy, and data security. The communiqué highlighted concerns that generative AI systems could under-compensate content creators and innovators, stifling creativity and innovation. It also stressed the importance of ensuring that AI systems do not distort consumer decision-making through false or misleading information, which could harm consumer trust and competition.
To address these challenges, G7 regulators outlined three core responsibilities: staying current with AI advancements, establishing AI-specific laws, and fostering international cooperation. They also introduced “guiding principles” to keep AI markets open and fair, which include promoting fair competition, access, choice, interoperability, innovation, transparency, and accountability. The G7 emphasized the importance of open technical standards to drive innovation and prevent market concentration, ensuring that consumers and businesses are not locked into closed ecosystems.
The G7, an informal bloc of industrialized democracies, meets annually to discuss global issues like economic governance, international security, and emerging concerns such as AI markets. At the recent G7 Competition Summit, the US was represented by the Federal Trade Commission and the Department of Justice, with Italy’s Competition Authority serving as host.
