Based on local media sources, some counties in the American state of Arkansas are scrambling to approve emergency laws allowing them to regulate noise and other crypto mining-related activities prior to the implementation of a fresh state law on August 1. The new state legislation creates standards for miners and safeguards them from unfair restrictions and fees by bringing cryptocurrency mining operations under the same laws as data centers. Although the new legislation was developed, debated in committees, and enacted by the legislature within a week, from March 30 to April 7, Arkansas residents hardly had time to discuss it.

From the reports, the law's sponsor, state representative Rick McClure, stated that no one protested opposing this bill in committees, or on the respective floors. Green Digital, GMI Computing, United BitEngine, and Cryptic Farms are a few of the Arkansas-based cryptocurrency mining firms. To address concerns of loudness 24 hours a day, local authorities are passing extra laws. According to Kris Kendrick, judge of the peace on the Faulkner County Quorum Court, At a meeting in July, someone stated, “I don't have any issues with cryptocurrency mining, but just the amount of noise and the absence of care for our neighbors.”

The Association of Arkansas Counties created a sample ordinance after the bill was enacted that counties can adopt until the legislation is implemented. Over twelve counties are said to have approved noise restrictions aimed at data centers since June. Justice of the Peace Maree Coats further emphasized that it's not merely about these individuals being unable to enjoy a peaceful cup of tea on their back porch due to their front yard activities. Instead, even from within their bedrooms, they may be subjected to this incessant noise.

The new law forbids local governments from discriminating against crypto mining operations or from restricting decibel ratings other than those set for sound pollution generally, while it does not totally forbid county rules. Counties are also barred from zoning areas through the goal or effect of prejudice against digital mining enterprises.
